Japan and Siemens Energy sign floating wind pact, with a new O&M hub planned in Hokkaido
Japan's Ministry of Economy, Trade and Industry (METI) and Siemens Energy have signed a Memorandum of Cooperation (MOC). It covers floating offshore wind and the growth of Japan's wind power industry.
Under the MOC, both sides will work together on three things: - getting floating offshore wind projects built in Japan - developing the supply chain - human resource development, to strengthen the industrial base for wind power
Siemens Energy also said it will set up its first strategic operations and maintenance (O&M) hub in Asia. The hub will be in Hokkaido. The company says it will help make the wind power supply chain more resilient.
The source gives no project names, turbine models, dates or numbers. This is an agreement to cooperate, not a construction contract. For technicians, the O&M hub and the human resource development goal are the points to watch.

| ROLE | WHEN | DEMAND | CERTIFICATES THAT HELP |
|---|---|---|---|
| Service technician (O&M hub) | 2027–2029 (estimate) | MEDIUM | GWO BST, BTT, manufacturer training |
| HV / electrical technician | 2028 onward (estimate) | MEDIUM | HV authorisation, GWO BST |
| Offshore technician (floating) | After project decisions, 2029+ (estimate) | LOW | GWO BST, BTT, Sea Survival, OPITO |
| Trainer / site lead | 2027–2028 (estimate) | LOW | GWO Instructor, experience in service |
Watch for Siemens Energy hiring in Hokkaido. Early O&M hub roles and trainer jobs will favour people with offshore and floating experience.
Nothing to apply for yet. Get GWO BST and BTT now, so you are ready when training programmes start.
An O&M hub means long-term service work. Check how the plan develops before you consider moving to Japan.
